A central avenue in Grozny, the capital of the Chechnya region of Russia, was named after Prime Minister Vladimir V. Putin on Sunday, honoring the man who had sent in troops to crush a separatist rebellion there. (…) Russian television showed bands of teenagers carrying the Chechen red, white and green flag along the avenue, which was lined with large portraits of Mr. Putin, a former president who has been Russia’s prime minister since May.
“This act is in recognition of Putin’s outstanding contribution to the fight against terrorism, and to the economic and social restoration in the Chechen republic,” Muslim Khuchiyev, Grozny’s mayor, was quoted as saying by the Interfax news agency.
